Hi Comrade Lasky. No, it is not OK to create pages for non-canon subjects. I recommend you check out our special page Halopedia:What Halopedia is, which explicitly states "Halopedia is not a fanfiction site". If you're interested in fanfic, I'd recommend visiting Halo Fanon.
